Windows and siding in Monroe County

Every place in Monroe County enforces the same residential energy code, and that is not a coincidence or a courtesy — it is state law. The Illinois Energy Conservation Code sets the standard for the whole state, and no unit of local government, home rule or not, may regulate residential energy standards in a way that is either weaker or stronger than it. The Capital Development Board adopted the 2024 edition, in force since 30 November 2025.

What still changes city to city here is permits and contractor requirements, and those change a great deal. One village in this metro exempts siding and window replacement outright; a city ten minutes away deleted its entire exemption list.

Things worth knowing before you sign anything

Columbia

Columbia lets the city council waive the building permit fee for historically significant buildings — worth asking about before paying it on an older house. Standard processing quoted as 'three (3) to five (5) working days.' A basement bedroom always needs a permit because of emergency egress - the one place the city's FAQ effectively speaks to window openings, though it never uses the word 'window.'.

Waterloo

Waterloo also prescribes roof sheathing material on the permit application itself. Commercial and public development site plans must be approved by the City Council before a building permit issues, and all drawings must be sealed by an Illinois-registered design professional. Monroe County's own Zoning and Building FAQ (county, not city) says 'Any alterations or additions to structural, electrical or plumbing does require a permit,' which does not answer siding or windows either and does not govern inside the city.
