Missouri has no statewide building code and no statewide energy code. Adoption happens municipality by municipality, which is why the table below does not read like one county at all — it reads like 3 separate countries. Between them these places have adopted 2 different energy code arrangements.

Things worth knowing before you sign anything

Pacific

IRC Chapter 11 deleted in its entirety and IBC Sec. 101.4.6 Energy deleted in its entirety, with no IECC adopted to replace them.

Union

Union's website advertises the 2021 IECC while its codified Chapter 500 adopts no energy code and expressly deletes IRC Chapter 11 in its entirety - two of the city's own primary sources saying opposite things about the single most important field for an insulation/siding/window contractor. Union is also one of two Franklin County jurisdictions in this metro (with Pacific) that deletes the IRC energy chapter outright. Its cross-reference to a Section 500.100 for permit fees points at a section that does not exist in the codified chapter - a second, smaller drafting defect.

Washington

Any contractor should get that reading in writing from the building department before relying on it. Washington also uses a two-stage fee formula (ICC gross area modifier x type-of-construction factor x multiplier) that is unusual among the Franklin County cities, and the multiplier has not been raised since 1-1-2016. Permitting is run through a SmartGov portal at ci-washington-mo.smartgovcommunity.com.
